The @IATSE joined a press conference yesterday hosted by the newly formalized U.S. Film & TV Production Coalition, as part of a broad alliance of labor organizations, studios, guilds, industry advocates, and bipartisan members of Congress to unveil a new study on the economic benefits of a federal film and television production incentive. Loeb, International President of IATSE, participated alongside MPA Chairman and CEO Charles Rivkin, Representatives Brian Jack and Laura Friedman, Teamsters General President Sean M. O’Brien, former DGA leader Thomas Schlamme, SAG-AFTRA President Sean Astin, and Special Ambassador to Hollywood Jon Voight in calling for federal action to strengthen domestic film and television production. The study found that a federal incentive operating alongside existing state programs could generate approximately $125 billion in additional U.S. production spending between 2027 and 2035, contribute nearly $250 billion in economic activity, and support roughly 143,500 additional full-time equivalent jobs annually. Participation in the event underscored the IATSE’s ongoing advocacy for policies that keep production work in the United States, protect middle-class entertainment industry jobs, and help American workers compete against increasingly aggressive international production incentive programs.

New federal film and television incentive development: the @IATSE welcomed on Tuesday President Donald Trump’s public endorsement of a federal film and television production incentive and is encouraged to see growing support for a policy the union has championed for years. IATSE was the first labor group in the United States to call for a federal incentive to strengthen domestic film and television production. The union has long believed a federal incentive is an necessary tool to level the playing field with countries that have aggressively attracted produuction through generous, and often permanent incentive programs. IATSE has been at the forefront of efforts to advance a federal production incentive and is actively working with Special Ambassador Jon Voight and industry stakeholders to develop a framework that can win broad support. Earlier this year, Voight highlighted the importance of a federal approach to strengthening domestic production and protecting American entertainment jobs. Through that effort, IATSE has worked as the tip of the spear in bringing labor’s voice directly into the conversation and ensuring that workers remain at the center of any solution. IATSE is actively engaged with a bipartisan coalition of lawmakers in Congress to draft, introduce, and pass federal incentive legislation as quickly as possible to return and maintain film jobs in America.

The California Film and Television Jobs Program has been threatened in recent weeks by California budget bill 122. The urgency and action taken by @IATSE #adg800 members (and members of other Hollywood unions) led to an unprecedented 450,000 letters being sent to the California legislature, clearly communicating the negative impact that SB 122 would have on union member livelihoods, families and communities. With very little time to find solutions, union member action helped Assemblymember Rick Zbur and Senator Ben Allen see the imminent danger, and they worked diligently to achieve passage in the final hours of this legislative session for AB/SB 186 late Monday night. hollywoodreporter.com/busine… This legislation contains critical modifications to budget bill SB 122, passed earlier this summer, which would have undermined the competitiveness of the California Film and Television Jobs Program. AB/SB 186, which will now be sent to Governor Newsom to sign, includes provisions that: *Exempt independent film productions from limits that will impede financing. *Extend timelines for studio projects that created jobs in the past, keeping promises made. *Elevate refundability and improve timeline to ensure 4.0 credits do not lose value over time. *Require employers to be active participants in the 4.0 program to access the expanded timelines. We believe these changes to SB122 will keep the integrity of the CA jobs program, giving the confidence to studios and streamers that California can be trusted to keep to their word in the promises made to incentivize production work across our state. As a reminder, the first year of the 4.0 program alone has been reported to generate $6.6 billion in economic activity for the state and create almost 35,000 cast and crew jobs across California.

It reneges on commitments already made and reduces the competitve structure of the incentives moving forward.
