Trump said "I don't rule anything out" when TIME asked about the possibility of him calling for a state of emergency or invoking the Insurrection Act to place troops at polling locations.
Note, federal law makes it a crime to put armed troops at the polls.
Trump is grasping onto this playbook because he's already taken so many losses. SCOTUS shut down his attack on mail-in voting and a judge threw out his attempt to re-write states' election rules.
He's going to lose again in the midterms, he knows it, and all he's got to offer is "we'll see."
