I read that neurons make synapses between themselves just in random places of cell body during growing. In general there are no any synapses making algorithm. It means that neurons connection much less important than features of synapses themselves.

I am sure that you will find something interesting about learning mechanism of neurons. Brain does not use back propogation algorithm. It use some another algorithm
