العراق ليس بلداً مستقلاً. العراق ما زال تحت الاحتلال الأمريكي، حتى لو خرج آخر جندي أمريكي وحتى لو خرجت آخر قطعة سلاح أمريكية من العراق. ولكي تفهموا ما أقصده، يجب أن تعرفوا أولاً أين تذهب أموال العراق. بعد الغزو الأمريكي عام 2003، أنشأت الولايات المتحدة «صندوق تنمية العراق»، وبدأت عائدات بيع النفط العراقي بالدولار تذهب إلى حساب موجود في بنك الاحتياطي الفيدرالي في نيويورك. وفي عام 2014 انتهى صندوق تنمية العراق بصيغته القديمة، وأصبح البنك المركزي العراقي نفسه صاحب الحساب الموجود في بنك الاحتياطي الفيدرالي في نيويورك. انتبهوا جيداً لما يعنيه هذا الكلام. نحن لا نتحدث عن شركة عراقية عندها حساب في أمريكا. نحن لا نتحدث عن رجل أعمال عراقي وضع أمواله في بنك أمريكي. نحن نتحدث عن البنك المركزي لجمهورية العراق. البنك المركزي العراقي نفسه لديه حساب داخل بنك الاحتياطي الفيدرالي في نيويورك، وعائدات بيع النفط العراقي بالدولار تذهب إلى هذا الحساب. تخيلوا المأساة. العراق يستخرج النفط من البصرة وميسان وكركوك. العراق يبيع هذا النفط. المشتري يدفع ثمنه بالدولار. والدولارات تذهب إلى حساب البنك المركزي العراقي الموجود داخل بنك الاحتياطي الفيدرالي الأمريكي في نيويورك. ونحن لا نتحدث عن بضعة ملايين من الدولارات. في عام 2024 وحده بلغت قيمة صادرات النفط الخام العراقية قرابة 99 مليار دولار. 99 مليار دولار في سنة واحدة فقط. والنفط يمول نحو 90% من موازنة الدولة العراقية. أي أننا نتحدث عن المورد الذي يدفع العراق من خلاله رواتب موظفي الدولة، ويمول الوزارات، ويوقع العقود، ويدفع تكاليف مشاريعه، ويغطي القسم الأكبر من نفقات الحكومة. هذه هي المأساة التي لا يعرفها كثير من الناس. بلد كامل، فيه أكثر من 40 مليون إنسان، ويملك واحداً من أكبر احتياطيات النفط في العالم، ثم تذهب عشرات المليارات من الدولارات التي يحصل عليها سنوياً من بيع النفط إلى حساب بنكه المركزي الموجود داخل بنك في الدولة التي غزته عام 2003. والولايات المتحدة تستطيع تقييد وصول العراق إلى هذا الحساب. لا تحتاج واشنطن أصلاً إلى احتلال البنك المركزي العراقي في بغداد. لا تحتاج إلى إرسال جندي إلى وزارة المالية. ولا تحتاج حتى في كل مرة إلى اختراع عقوبات جديدة على الدولة العراقية. يكفي أن تقول للعراقيين: أموالكم موجودة في بنك الاحتياطي الفيدرالي في نيويورك، ولن تحصلوا عليها بالطريقة التي تريدونها. وفي عام 2020 حصل هذا فعلاً. بعد اغتيال الحاج قاسم سليماني وأبو مهدي المهندس، صوّت البرلمان العراقي على مطالبة القوات الأجنبية بالخروج من العراق، وبدأت بغداد تضغط باتجاه إخراج القوات الأمريكية. الرد الأمريكي لم يحتج إلى دبابات. واشنطن هددت العراق بتقييد وصوله إلى أمواله الموجودة في بنك الاحتياطي الفيدرالي في نيويورك. اقرؤوا هذا مرة أخرى لكي تفهموا طبيعة العلاقة. العراق يقول للأمريكيين: أخرجوا قواتكم من أرضنا. والأمريكي يستطيع أن يقول للعراق: إذا فعلتم ذلك، فلن تصلوا إلى أموالكم الموجودة عندنا. انتهى. هذه وحدها كافية لكي تفهموا لماذا أقول إن العراق ليس بلداً مستقلاً. عندما تستطيع دولة أجنبية أن تمسك بحساب البنك المركزي للدولة التي احتلتها، وتستطيع استخدام الوصول إلى عائدات النفط الموجودة في هذا الحساب وسيلة ضغط عليها، لم تعد بحاجة إلى دبابة تقف أمام القصر الجمهوري. وخذوا ما حصل بعد انتخابات نوفمبر 2025. أُجريت الانتخابات البرلمانية العراقية، ثم بدأت القوى العراقية مفاوضاتها الطويلة لاختيار رئيس الحكومة. في يناير 2026 اختار الإطار التنسيقي نوري المالكي مرشحاً لرئاسة الوزراء. أنا هنا لا أدافع عن نوري المالكي ولا أتفق مع كثير من سياساته. القضية ليست المالكي أصلاً. القضية هي من يقرر من يستطيع أن يصبح رئيس حكومة العراق؟ فور اختيار المالكي، خرج دونالد ترامب وقال بوضوح إن الولايات المتحدة لن تساعد العراق إذا عاد نوري المالكي إلى رئاسة الحكومة. يعني رسالة ترامب كانت واضحة إذا أتى المالكي، فقد تُمنع بغداد من الوصول إلى أموالها الموجودة في الفيدرالي الأمريكي. أكبر تحالف سياسي عراقي اختار مرشحه، فجاء الرئيس الأمريكي وقال عملياً... لا، هذا الرجل لن نقبل به. وبعد ذلك لم يصبح المالكي رئيساً للحكومة. وفي أبريل 2026 ظهر علي فالح الزيدي، رجل أعمال لم يخض الانتخابات أصلاً، واختاره الإطار التنسيقي لرئاسة الحكومة. وفي 1 مايو قال ترامب عنه أمام الصحفيين: «بمساعدتنا، فاز»، وأضاف أن الولايات المتحدة «معه حتى النهاية» وتدعمه «بقوة شديدة». يعني ترامب بنفسه اختار رئيس حكومة العراق ونصّبه. كل هذا واضح السبب... وهو لأن العراق لا يملك أمواله وبالتالي السيادة العراقية موجودة فقط في مخيلة العراقيين.

Qu’est-ce que les adolescents ont à nous dire ? Les 30 septembre et 1er octobre, devant un lycée de banlieue, j’ai recueilli les témoignages d’adolescents de 14 à 16 ans. Ils décrivent des journées de cours de 8 heures à 18 heures, auxquelles s’ajoutent les transports et les devoirs. Leur question est concrète : quelle place reste-t-il pour dormir suffisamment, faire du sport, voir leur famille et travailler dans de bonnes conditions ? Ils évoquent aussi la pression de Parcoursup, le choix précoce des spécialités et le sentiment que les élèves ne disposent pas des mêmes chances selon leur lycée d’origine. Certains font état d’une souffrance psychologique et d’idées suicidaires. Aucun des lycéens interrogés n’a souhaité dénigrer son établissement, ses enseignants ou son proviseur. Ils parlaient de leurs conditions de scolarité et de leur besoin d’être écoutés. Là où je me trouvais, je n’ai constaté aucune dégradation. Des personnes extérieures à l’établissement ont effectué des tirs de mortiers et tenté de perturber la mobilisation. Certains lycéens ont également participé aux provocations. Les forces de l’ordre ont utilisé du gaz lacrymogène et la situation a été contenue. En dehors de ces « incidents », l’ambiance était « globalement » calme… Un policier m’a décrit une situation où, selon lui, « 99 % » des personnes ne posaient pas de problème. Une appréciation de terrain, pas un décompte. Il a ajouté : « Mais on ne sait pas ce qu’ils peuvent avoir dans leur sac à dos. » Les lycéens avec lesquels j’ai échangé ne souhaitaient pas que la mobilisation dérape. Ils voulaient être entendus. Des commerçants et des voisins ont exprimé leur compréhension de leur malaise. Le proviseur et son équipe ont cherché à apaiser les tensions et à maintenir le dialogue. Ces lycéens demandent une enquête sur l’organisation du temps scolaire, les inégalités d’accès aux études et la santé psychologique des élèves.
