The sanction comes into play for today's game against England at Stadion HNK Rijeka, a 8,279-capacity venue in Rijeka, a port city in the west of the country.
However, as things stand, there could be a crowd of up to 6,100. The England Supporters Trust confirmed in September that, after discussions with UEFA, it had been given an allocation of 100 tickets for the fixture.
The small travelling away contingent are expected to be joined by thousands of young Croatia fans due to an exception that states “children up to the age of 14 (duly accompanied) from schools and/or football academies can be invited to the match free of charge”.
The children have been invited from football academies across Croatia, and from schools in the Rijeka area.
