Just deployed this change to our standard workflow and saw some .NET restore times (on windows-latest) drop from 5.5 minutes to 1.5 minutes.
I figured out why "dotnet restore" performance is so bad on Windows runners as opposed to Linux runners: GitHub Actions doesn't override NUGET_PACKAGES, NUGET_HTTP_CACHE_PATH to point to the D:\ drive which is where the builds are done with faster disk I/O 👇

@bitcrazed maybe the DevDrive could help a bit, but the reason is actually much simpler: the git clone and build happens on the D:\ drive which is faster than the OS disk, but somehow nobody thought of overriding the nuget cache paths by default to point to the good drive

And on Linux, the default nuget cache paths happen to be on the good drive, which is why dotnet restore is much faster on Linux than it is on Windows inside GitHub Actions. The core build is still faster on Linux but I don't know the underlying reason yet. It could be similar

How do you work around the Windows Firewall prompts when letting GitHub Copilot do end-to-end testing that involve a network service? The paths always change when using worktrees, and most projects need explicit instructions to create a localhost-only listener configuration

I don't run into this problem when building containerized network services because even if the server listens on all ports inside the container, it's only listening on localhost on the Windows host by default, and won't trigger the Windows Firewall prompt

What's the best approach to ship FIPS-compatible software? One package with a configurable FIPS option that disables features at runtime? A separate package with the features disabled at build time? A runtime option looks easy in theory, but harder in practice from my analysis

Why would I want a fake .NET application that is intentionally bloated? It's simple: I couldn't find an open source .NET application that matched RDM Windows in complexity and size that would allow external reproduction of build performance differences observed internally:
Why is it that Windows is consistently slower than Linux at building software *for* Windows? I've got real numbers from CI builds of RDM Windows (.NET) on Windows and Linux runners as proof: Windows has a 1.33x median penalty. It's not a one-off, I re-ran the benchmarks 5 times
