If you still live in “Siri with Apple Intelligence” land, here’s how to disable the blue floating button without disabling Writing Tools:
defaults write -g WTAffordanceUIControllerMinNumberOfLines -int -1
and restart your Mac.
The preference controls how many lines of text you need to select before the affordance shows up. The trick here is to set the number as high as possible (-1 selects the largest unsigned integer supported: 18,446,744,073,709,551,615).
To restore:
defaults delete -g WTAffordanceUIControllerMinNumberOfLines
You can disable it per app:
defaults write com\.apple.mail WTAffordanceUIControllerMinNumberOfLines -1
