Ambassador of European Union 🇪🇺 to Ukraine. Former Deputy Director General at DG NEAR European Commission & Head of Support Group for 🇺🇦

Kyiv, Ukraine
Russia has a message for foreign diplomats in Kyiv: leave, or risk your lives. Our answer: We are staying. The EU Delegation is staying. Threatening us will not stop Europe’s support for Ukraine. It only reminds us why that support matters! 🇪🇺🤝🇺🇦 @EUDelegationUA

Together with other Heads of Mission in Kyiv, we take note with concern of the Russian MFA's threat against diplomats and foreign citizens in Ukraine. Russia is bound by the Vienna Convention and international humanitarian law. We stay in Kyiv.

Russia’s foreign ministry on Saturday threatened “foreign nationals, personnel of diplomatic missions, to refrain from remaining in or travelling to Ukraine.” “Responsibility for any possible adverse consequences lies entirely with those who choose to disregard this warning,” it said, hours before German Chancellor Merz’s arrival Sunday. The EU ambassador to Kyiv has posted a message saying her delegation is going nowhere. And diplomats from half a dozen embassies I’ve spoken with in the past three days have said there are no imminent plans to move west. Contingencies have been in place since the start of Russia’s full scale invasion. But embassies are not evacuating Ukraine’s capital.

Russians are escalating!! After repeatedly hitting the South Bridge across the Dnipro river over the last two days - and causing traffic chaos in the capital - this morning a russian drone struck Kyiv’s North Bridge. Thankfully it is Saturday and people can stay home. But with over a million people living on the Left Bank, closing bridges will lead to traffic collapse.
A Russian drone moments ago this Saturday morning struck Kyiv’s North Bridge, according to Mayor Vitali Klitschko and videos circulating on social media showing the attack. This follows four strikes by Russian drones against the Ukrainian capital’s South Bridge Thursday and Friday — as well as warnings from President Zelenskyy that the Russians are escalating attacks on civilians and civilian infrastructure.

With this disbursement, we are helping safeguard Ukraine’s financial stability today. We’re also building the foundations for its recovery tomorrow. Because Europe stands by Ukraine’s side. And will do so for as long as it takes. link.europa.eu/pdHPyb

Glad that this much-needed support is reaching Ukraine at such a critical time. The EU will continue to stand with Ukraine for as long as it takes. 🇺🇦🤝🇪🇺
Ukraine has received €2.9 billion from the European Union under the Ukraine Facility. This is part of the funding already envisaged under the Ukraine Facility. It became available after Ukraine met 10 indicators during Q1 and Q2 of 2026 and earlier periods, covering the banking sector, energy, agricultural policy, transport, and other areas. Three of the indicators were met ahead of schedule. Given the difficult financial situation, these funds are critically important for the resilience of the state, for covering key expenditures, and for allowing us to direct more of the domestic resources to defense. But the need for funding remains critical. We are speeding up the adoption of all government decisions as much as possible. We are also working with the Parliament to pass the necessary bills as quickly as possible. I thank the European Union and all Member States for their consistent support of Ukraine.

Kyiv woke up to traffic chaos this morning. After another night of russian attacks, getting across the Dnipro has become much harder. The Southern Bridge (on the photo) is closed. Restrictions affect also the Paton and Metro bridges too. For people on the left bank, a journey to work, to school or to a doctor now means finding another way across the river. Mayor Vitali Klitschko reported another strike on the Southern Bridge at 5:03 this morning. It had already been attacked twice yesterday. Earlier strikes damaged the roadway, a bridge support and the protective barrier beside the metro tracks. These bridges are part of everyday life here. They are Kyiv’s lifelines. They connect people to their families, their jobs, their appointments. Damage one, and the consequences spread far beyond the point of impact. With three bridges affected, the traffic is near collapse. Lines stretch for kilometres. And this morning, a russian drone also hit the upper floors of a 25-storey residential building in the Darnytskyi district. One person was killed. Two were injured. After a night of alarms and fear, Kyiv is trying to get through another morning. Parents still need to get their children to school. People still need to reach work. This is what living under constant russian attacks means. It is getting harder and harder in Kyiv. Even when the explosions stop, they deeply affect your day. 🇪🇺🤝🇺🇦

Held an open and substantive discussion between President @ZelenskyyUa & EU Ambassadors in Kyiv. We spoke about Ukraine’s urgent needs: air defence, joint production, financial resilience, progress on EU accession and stronger sanctions pressure on Russia. At a time when 🇺🇦 is fighting for its future every single day, direct dialogue, solidarity and European unity matter more than ever. 🇺🇦🤝🇪🇺

We were having breakfast with teachers from Kyiv schools today when the explosions began around us. Our Women Who Teach the Future event started at 11 a.m. We had chosen a cafe underground - essentially a shelter. In Kyiv, that is how you plan events these days. We were discussing how to bring the EU closer to young people. How to show them that Europe is more than an abstract bubble in Brussels. But I kept hearing the explosions and thinking: how many people will not survive today? The assault had begun overnight. russia launched 188 attack drones and an unspecified number of missiles. Kyiv’s energy infrastructure was a main target. The attack did not end in the morning. Drones kept coming during the whole day. By early afternoon, Kyiv had spent around 13 hours under air-raid alert since midnight, with only a 35-minute break. According to the latest reports, three people were killed and six injured in Kyiv. In nearby Vyshhorod, a 14-year-old boy was killed. These numbers may still rise. Across the table sat women who teach children while drones and missiles fly above their schools. They told me how hard it is to teach without daylight. But for many of them, classrooms underground are the way to keep teaching. Today, while Kyiv shook above us, they came to talk about their students and their future in Europe. Ukraine’s strength has many faces. Today, it had the faces of Kyiv’s teachers. 🇪🇺🤝🇺🇦

Kyiv and many places in Ukraine have been under non-stop drone and missile attack. Five people killed and many dozens injured. In Kyiv, energy infrastructure was the main target, but also private houses warehouses and businesses were hit. Explosions and air defense working have been with us all night and since the morning. This is simply russian terror against the civilians and economic basis of 🇺🇦.
Since last night, emergency services and repair crews have been working to address the aftermath of the Russian strike. It was a difficult attack – nearly 190 attack drones, as well as ballistic missiles. And the main target was energy infrastructure in the capital and the Kyiv region. Residential buildings were also damaged. Work is ongoing to restore electricity and water supplies everywhere they are currently unavailable. In the morning, a drone struck a grocery supermarket in Ivankovychi. First responders are extinguishing the fire. Kyiv is also under drone attack. A warehouse building was hit, and one person was killed. There were strikes on critical infrastructure in the Zhytomyr, Mykolaiv, Kirovohrad, and Rivne regions. There was also damage in the Odesa, Sumy, Kharkiv, Kherson, and Cherkasy regions. As of now, fourteen people have been injured across the country as a result of all these strikes. Tragically, five people have been killed, including a child. My condolences to their families and loved ones. Our defenders managed to shoot down some of the ballistic missiles. But unfortunately, there were also hits. In recent days, there have been new air defense support packages – I thank our partners for the missiles, and everyone who honors our agreements and strengthens the protection of our skies. This is exactly how we must continue to work. Every interceptor missile truly saves lives. And the closer we get to winter, the more of this protection we need. We must do everything to ensure that Russia’s bet on ballistic missile and drone terror does not pay off. Thank you to everyone who stands with Ukraine.

Yesterday, an explosion - the strongest one yet I have experienced in my three years here - jolted me out of my chair in Kyiv. This morning, sitting in the very same chair in my ofice - I was thinking about what happened in this city 85 years ago. On 29 September 1941, Kyiv’s Jews were ordered to gather with their documents, clothes and valuables. They were led to Babyn Yar, a ravine on the outskirts of Kyiv. In just two days, the German Nazi forces and their accomplices murdered an astonishing 33,771 Jewish men, women and children there. The killings then continued: Roma, prisoners of war and many others who came to their death at Babyn Yar. I live in a city that remembers them. What moves me about Ukrainians is how seriously they take days like today. Even now, when air alerts interrupt their work and their sleep, remembrance is never just another item on the calendar. People come. They light candles. They tell their children what happened here. I do not know many countries where the past feels so very present in everyday life. This afternoon, I remembered the people murdered at Babyn Yar together with President Zelenskyy and the entire diplomatic corps. I will think about the families who never saw their loved ones come home. And I will be grateful to those who keep telling their stories, even during another brutal war. Slava Ukraïni! 🇪🇺🤝🇺🇦

❗ ❗ ❗ A little while ago, an explosion jolted me out of my chair in my Kyiv office. It was the loudest blast yet I have experienced in three years here. A building about two hundred meters from the 🇪🇺 Delegation was hit by a jet powered drone. During daytime. The target was a hospital… Earlier today a russian strike hit a building of Ukraine’s National Academy of Sciences that houses UARNet, the country’s academic and research network. According to the first reports, one person has been killed and three injured. These figures are likely to change. This was also during working hours, with people inside working. The building was in flames. Several people tried to escape through the windows. These two blasts follow days of almost non-stop alerts and attacks. On Sunday, Kyiv spent almost 19 hours under air-raid alert. Two people were killed at a large food street market. Homes, schools, two kindergartens and data centers were also hit. In Kharkiv, nine children were among those injured when an apartment building was struck. In Sumy, a bomb hit a residential area, killing two people and injuring dozens, including children. Today, in Dnipro, a drone directed at the city center killed three people and injured at least other fifteen. Ukraine’s Foreign Minister Andrii Sybiha is calling for a strong response to the attacks. He is right. Ukraine urgently needs stronger air defence and much stronger pressure on russia. At the negotiating table, russia speaks of de-escalation. In Kyiv, we hear the loud explosions. Do not ever believe russia when it talks about peace. 🇪🇺🤝🇺🇦

We must further reduce Moscow’s capacity to fund its war, including through its shadow fleet. EU naval Operation IRINI has boarded six suspected vessels in recent months, making it the lead actor in boarding operations. National boarding operations should continue in parallel. We must coordinate closely and use the existing legal framework to inspect and seize vessels. Extract of my press conference following today’s meeting of EU Defence Ministers ↓
