एक भाई को ट्रेन में बिना टिकट यात्रा करने की पुरानी आदत थी। कभी पकड़े नहीं गए, इसलिए हौसला दिन-ब-दिन बढ़ता चला गया। धीरे-धीरे वो किसी की भी रिजर्व सीट पर धड़ल्ले से कब्जा करने लगे। कोई टोके तो पहले गाली-गलौच, फिर धमकी और ज़रूरत पड़े तो मारपीट तक उतर आते। एक दिन एसी कोच में बिना टिकट चढ़े और सीधे एक शरीफ सवारी की सीट पर जा धमके। उस सज्जन ने मना किया तो वही पुराना ड्रामा शुरू— पहले अभद्रता, फिर धमकियाँ, फिर हाथ छोड़ने की तैयारी। सज्जन ने फौरन पुलिस को फोन कर दिया। पुलिस आई तो भी भाई साहब हेकड़ी दिखाते रहे। इतने में टीटीई साहब भी पहुँच गए और सबसे पहले टिकट माँगा। टिकट तो था ही नहीं, बस आँय-बाँय शुरू। फाइन की बात आई, गिरफ्तारी की बात आई तो भाई बोले: “अरे जब मैं स्टेशन में घुसा तब आप कहाँ थे? जब प्लेटफॉर्म पर चढ़ा तब क्यों नहीं रोका? जब मैं यहाँ आराम से बैठ गया तब किसी ने कुछ नहीं कहा। अब ये साहब झगड़ा करने लगे तो आप लोग टिकट का बहाना लेकर इनकी तरफदारी करने चले आए? मेरे पास अभी पैसे नहीं हैं, जाना इसी ट्रेन से है, तो क्या आप मुझे बाहर फेंक देंगे? ये कैसा न्याय है भाई? पहले नोटिस दो! हम सालों-साल से बिना टिकट चल रहे हैं, तब किसी को कुछ नहीं दिखा? अब बस इस एक आदमी का पक्ष लेने के लिए फाइन ठोंक रहे हो?” इतना सुनते ही कोच में मौजूद चार-पाँच और बिना टिकट वाले एकदम एक्टिव हो गए। सब मिलकर हंगामा शुरू: “ये ट्रेन हमारी है! हमने इसमें पसीना बहाया है! हमारे बाप-दादों ने खून देकर ये रेल बनवाई है! टिकट वालों से भेदभाव बंद करो! सीट सबकी बराबर चाहिए, वरना तानाशाही है! ये साहब न झगड़ते तो आप लोग आते भी नहीं, साफ-साफ इनकी सपोर्ट में कर रहे हो सब!” फिर तो कुछ लोकल CJP नेता भी पहुँच गए। माइक निकाला और भाषण शुरू: “रेल की सीटों पर पहला हक बिना टिकट यात्रियों का है! रेलवे जानबूझकर टिकट वाले और बेटिकट वाले के बीच नफरत फैला रहा है। हम ये नफरत नहीं होने देंगे! हम कानून बनवाएँगे कि पहले सारी सीटें बिना टिकट वालों को मिलेंगी, बची-खुची सीटें होंगी तो टिकट वालों को दे देना!” टीटीई और पुलिस वाले आपस में देखने लगे - अब बताओ, बिना टिकट वाले को पकड़ना गुनाह था या नेकी? बस यही नैरेटिव आजकल देश में सेट करने की पूरी कोशिश हो रही है। रोहिंग्या और बांग्लादेशी घुसपैठिए ठीक वैसे ही सरहद पार करके आते हैं, कब्जे जमाते हैं, और हमारे सेक्युलर नेतागण, राहुल गांधी जैसे बड़े-बड़े लोग खुलेआम उनकी वकालत करते हैं, SIR प्रक्रिया पर सवाल उठाते हैं, और यही कहते हैं - “पहले तो आने दिया, अब क्यों निकाल रहे हो?” ठीक वही ट्रेन वाला डायलॉग, बस स्केल बड़ा हो गया है।
