The show keeps telling us: The system is broken. Bad behavior can make perfect sense inside that system. Good people can be corrupted. Reformers get punished. Numbers can matter more than human beings. That is systems analysis. It is not a recruitment ad.

Season 4 makes the argument even clearer. Namond, Michael, Dukie and Randy start in the same city, under the same failing systems, and end up on four different paths. The show asks how people are shaped, not just how they are punished. It is showing you the pipeline before the police ever arrive.

Bunny Colvin sees that the drug war is mostly cycling poor Black people through arrests while keeping the same market and violence alive. Hamsterdam lowers the violence. It gives the city a real result. The department still kills it because the politics look worse than the results.
