The University of North Texas, a taxpayer-funded public university, had a contract with an international recruiting company that paid a commission for every student it successfully enrolled. $3,000 for an overseas student enrolling full-time. $1,500 for an international transfer already in the U.S. The $3,000 was explicitly tied to enrollment: $1,500 after the first semester and another $1,500 after the second. And this wasn’t necessarily illegal. The federal rules restricting enrollment-based recruiting commissions contain an exception covering certain foreign students abroad who aren’t eligible for federal student aid. UNT’s contract was written specifically around that category. By Fall 2024, UNT reported 7,509 international students. 73% were from India. UNT receives hundreds of millions of dollars in public funding while also paying commissions to recruit international students.
