The owner decides: whether the NFT is available to rent, the daily price in SCADA, and the maximum number of days per rental. Nothing happens without the owner's terms. The renter gets full Registry access for the period they paid for. The owner keeps the NFT throughout. When the rental ends, access ends automatically, enforced by the contract. The owner gets paid. A portion of every rental goes to SCADAManager and gets burned. Or... sell it higher. Operator NFTs are freely transferable. There are 27 of them, and there won't be more of this set. If demand for Registry access grows, so does the value of a seat. Use it, rent it, or sell it.

I've said it forever: code on a blockchain doesn't create value out of thin air. Value comes on-chain through fiat. Transactions move it around. Fees capture some of it as protocol revenue. That's the whole chain. Utility doesn't pay holders unless something captures it, and the alternative, minting your revenue, is just dilution with extra steps.
