Where does even the idea of current AI being conscious coming from? LLM inference is technically deterministic, because given the same randomness input and content will always give the same outputs. The model weights also do not change so the model never remembers the "bad" experience outside of the context window. I'd understand if AI models were able to actively learn from every experience like animal brains do (is deleting weights after finished session "murder?"), which would potentially raise several ethical questions, but right now it's really not that deep.

The correct word here is probably experience, animals and humans do experience things, brain cells in machines like CL1 also do experience things, but current neural networks based on huge matrix multiplication do not experience things even though they're excellent at simulating the illusion

There is unfortunately precedent for this. Before word processing, document length was bounded by the human capacity to copy long-form text & plateauing. After word processing, the tax & legal codes grew without check.
one thing I worry about as AI begins to reshape our country is it actually increases bureaucracy. we shouldn’t need a superintelligence to help us with our taxes, but once there’s truly nothing stopping politicians from overcomplicating our lives I worry that we will.
